Patient Privacy Access Control for EHR

Add patient privacy constructs to RBAC

This project adds Patient control over access to the patient's medical records to the role based access control (RBAC) efforts. RBAC determines the health data access and health data functions that are available to Providers based on the Provider's role within an institution. The Patient Privacy Access Control determines what parts of the health record are available to which providers. Both are needed to insure privacy and security.
